  2. Field trip to Marine Aquaculture and Fisheries Activities sites at Seribu Islands of the Nothern Coastal Area of Jakarta on Thursday, October 8, 2015.

Background

Fishery, coastal and marine is potential resources, promising and can be relied upon to improve the economy of the community, especially fishermen and coastal communities. On the other hand, the logical consequence of fishery resources, coastal and marine resources as common property and is open to the public (open access) use of excessive pressure past the carrying capacity of resources (over exploitation) in almost all areas, especially in the region of western Indonesia and also began in the region of eastern Indonesia. The presence of various threats and pressures against the existence of fishery resources, coastal and oceans show that the management and utilization has not been balanced by the rate of recovery. As the results, threatened the existence of the resources and declining capabilities of carrying capacity in processed foods.

To foster a harmonious and mutually beneficial relationship between humans and nature (symbiosis mutualism), particularly in the management of fishery resources, coastal and marine, in 2007 the Japanese government has implemented a concept of wise management of natural resources between communities living around the forest, known as SATO-YAMA adopted into SATO-UMI, a new concept of coastal resources management with strengthenonthe relationship between coastal communities with existing fishery resources in the coastal marine areas. SATO-UMI is the concept of the sustainable management of fisheries resources in which human intervention in the management of fishery resources in coastal and marine areas can increase productivity and diversity of fishery resources. In a broader scale, SATO-UMI basic concept can be applied to maintain the balance of the availability natural resources as a source of food by maintaining the stability of the ecosystem. By applying this concept is expected to fishery resources in coastal areas that have been damaged can recover, more productive and rich diversity of biological resources in a balanced and harmonious, and can improve the welfare of coastal communities.

In line with global change paradigm in relation to the environmental damage due to the excessive exploitation of natural resources and the consequences of climate change and global warming, it is time for Indonesia to implement the new sustainable concept of coastal resources management such as on the SATO UMI concept. For this purpose, it is necessary to apply a new concept of management and utilization of fishery resources, coastal and marine with the wise, balanced, harmonious, integrated and more productive by actively involving the coastal community as on the concept of GAPURA SPL-SFiCoMS (Sustainable Utilization of Fisheries, Coastal and Marine Resources for the Society) which is being developed by BPPT.

In order to promote and for more socialized of Sato Umi concept as well as to determine the future development, BPPT in collaboration with International Center for Environmental Management of Enclosed Coastal Seas (EMECS) and the North Pacific Marine Science Organization (PICES) will hold the 3rd International Workshop on SATOUMI-GEMPITA SPL-GAPURA on October 7-8, 2015 in Jakarta. The objective of the workshop is : 1) to promote and disseminate of SATO UMI concept through the Education Program Development, Training and Technology Innovation of Aquaculture and Fisheries activities. 2) to support the optimation of the utilization marginal idle brackishwater pond and marine resources in the coastal area. 3) to support the development of the Indonesian Techno Park Program on the basis of Sato Umi. 4) to improve the welfare of society and the economic income of local, regional and national.

The workshop will be attended by participant from Ministry Coordinator of Maritime, Ministry of Research Technology and High Education, Ministry of Fisheries and Marine Affairs, Ministry of National Development Planning, scientist of BPPT, LIPI and other relevant Government institution, private sectors and fisheries industries, Indonesian experts. SATO UMI invited speakers and experts from Kyushu University and International EMECS Center of Japan, PICES Countries (Japan, and The United States), UK/France, MAFF (Ministry of Agriculture, Forestry and Fisheries) of Japan, FRA (Fisheries Research Agency) of Japan. Workshop will be followed by field trip to marine aquaculture, fisheries activites and marine tourism area at Seribu Islands in the Nothern Coastal Area of Jakarta.

Results from the workshop are expected will inspire and give new spirit to the various stakeholders on the manage of aquaculture, fisheries, coastal and marine resources optimally, harmonious, productive and sustainable to ensure the stability of the fishery-food supply and ecotourism to improve the coastal community welfare and economic growth of local government. In the next 5 years, Indonesia is developing the Techno Parks in some coastal areas with aquaculture and fisheries activities involves in this program. Development of the Techno Parks are directed as a Center Application of Technology to stimulate the economical growth in the regency/city, and a place of training, apprenticeship, technology dissemination center, and center business advocacy for the public. Hopely, SATO UMI concept that has a similar spirit with the Techno Park can be applied to support the implementation of Techno Park program in Indonesia.
